Hong Kong raises typhoon alert to highest level as Mangkhut closes in
Hong Kong's storm alert was lifted to its highest level Sunday as Typhoon Mangkhut swirled off the coast, bringing the city to a standstill as residents prepared for the threat of heavy rain, storm surges and flooding.
